27-28 Conservation/Preservation Discretionary Grants
Solicitation # 2138636
The 27-28 Conservation/Preservation Discretionary Grants, administered by the New York State Department of Education under Education Law §273(6)(c), provide financial support to preserve significant research materials within New York State. The program is open to agencies and libraries chartered by the Regents, not-for-profit libraries, archives, historical societies, and consortia of such agencies. Funding is sourced from New York State Aid to Libraries, with an estimated total of 500,000 dollars available. Individual grant awards range from a minimum of 2,500 dollars to a maximum of 45,000 dollars, and no financial match is required, though institutional contributions of staff time may be necessary. Eligible projects include improving collection storage environments, reformatting or treating collections, and other activities that promote the care, accessibility, and standardization of preservation work. The project period runs from July 1, 2027, through June 30, 2028. Applications must be submitted through the Online Grant Application System by 5:00 PM on January 15, 2027. A critical requirement for non-profit applicants is prequalification in the Statewide Financial System (SFS) by the application deadline; failure to do so will result in disqualification. While not mandatory, the department strongly encourages the submission of a Notice of Intent by December 18, 2026, including the organization's legal name and NYS Vendor ID. Questions regarding the solicitation are accepted via email until November 20, 2026. There are no specific goals for Service-Disabled Veteran-Owned Businesses or Disadvantaged Business Enterprises for this procurement.

Eligible applicants include nonprofits, higher education institutions, and government agencies. The agency anticipates awarding approximately 11 cooperative agreements with a total funding pool of 3,000,000 dollars, with individual awards capped at 325,000 dollars. The period of performance is up to two years, beginning September 1, 2027. Key deliverables include establishing an advisory board for title selection, writing 500-word title essays, updating bibliographic records in WorldCat, and providing quarterly data deliveries. Applications must be submitted via Grants.gov by January 13, 2027, and must include a project narrative limited to 15 single-spaced pages, resumes for key personnel, and letters of commitment. Evaluation is based on a multi-stage process involving initial screening and peer review, focusing on the applicant's technical capacity, access to master negative microfilm, the historical significance of the selected newspapers, and the viability of the work plan. 711th HPW Mission Support Services MAC IDIQ
Solicitation # FA239626RB008
The 711th Human Performance Wing (HPW) Mission Support Services Multiple Award Contract (MAC) is an 8(a) set-aside Indefinite Delivery Indefinite Quantity (IDIQ) vehicle issued by the Air Force Research Laboratory (AFRL). The contract has an estimated maximum dollar value of $505,000,000.00 with a five-year ordering period and a six-year period of performance. The scope of work involves providing comprehensive mission support services, including personal and non-personal medical clinical support, certified laboratory services, and general management support across various locations, including Wright Patterson AFB and the Naval Medical Research Unit-Dayton. The government utilizes a threshold-based source selection process where awards are made to all responsible offerors who achieve a minimum validated score of 1,740 points on a technical capability self-scoring worksheet. Price is not evaluated at the IDIQ level; however, the government establishes binding ceilings on Other Direct Costs (ODC) burden and handling rates. Security requirements are stringent, with various task orders requiring Secret or Top Secret clearances and compliance with SCI and NISPOM standards. Following the basic IDIQ award, specific requirements will be competed via Fair Opportunity Proposal Requests (FOPRs) evaluated on technical, price, and past performance criteria. The final proposal submission deadline has been extended to October 30, 2026.

AFRL HQ AVIS Tech Refresh
Solicitation # COMBO-AFRL-RMZB-2027-0001
Solicitation COMBO-AFRL-RMZB-2027-0001 is a firm-fixed-price procurement issued by the Air Force Research Laboratory (AFRL/RMZB) for a hardware lifecycle technology refresh of the AFRL Visual Indicator System (AVIS) at Wright-Patterson AFB, Ohio. This 100% small business set-aside under NAICS 326199 requires the supply and delivery of twelve Magicard Prima 8 Duo dual-sided retransfer card printers, twelve matching inline dual-sided laminators, twelve manufacturer cleaning kits, and associated OEM consumables, including YMCK dye film, retransfer film, and tamper-evident holographic lamination film. The equipment is critical for maintaining security compliance and operational continuity for issuing credentials to personnel accessing classified research facilities, including SCIFs and SAPFs. The acquisition is strictly for supply and delivery, with no installation or configuration services required beyond the standard manufacturer warranty. Due to software interoperability and security requirements, the government has issued a brand-name justification restricting acceptable products to the Magicard Prima 8 Duo. Awards will be made based on the Lowest Price Technically Acceptable (LPTA) method, provided the offeror meets all specifications in the Minimum Requirements Document. Quotes must be submitted via email to the contract specialist by October 23, 2026, with a requested delivery date of 90 days after receipt of order.

Intent to Award Sole Source: Acoustical Society
Solicitation # IASS-AFRL-RMZB-2027-0002
The Air Force Research Laboratory Enterprise Strategies and Initiatives Contracting Division intends to award a sole source purchase order to The Acoustical Society of America (ASA) for institutional membership. This requirement, categorized under NAICS 813920, is designated as a simplified acquisition because ASA is the only organization capable of providing the necessary membership and publications to support the scientific efforts of 711 HPW/RHWS. This membership is critical for the United States Air Force to maintain an active, voting role on ASA and American National Standards Institute (ANSI) standards committees, specifically those concerning acoustics, mechanical vibration and shock, bioacoustics, and noise. The contract is structured for a base year with four subsequent option years, with an estimated annual cost of 15,000 dollars. Key deliverables include the integration of one primary and one alternate USAF representative for each accredited standards committee, access to the Journal of the Acoustical Society of America and other scientific publications, and the provision of training materials for standards development. Performance milestones include biannual update meetings and the dissemination and collection of ballots for voting members. Interested parties may submit capability statements or exceptions to the sole source intent to the contracting office by October 23, 2026.
