The Dallas Independent School District (Dallas ISD) is issuing a Request for Proposal to establish a comprehensive teacher pipeline program aimed at recruiting, training, developing, and retaining certified teachers and teacher residents, particularly for urban school environments facing critical shortages. The contract, anticipated to span three years with potential extensions up to five years based on mutual agreement, seeks vendors capable of providing qualified teachers of record and teacher residents annually. The initiative emphasizes partnerships with external education preparation programs (EPPs) and prioritizes diversity, inclusion, and measurable student achievement outcomes. The procurement process adheres to federal regulations under 2 CFR Part 200, allowing for funding from local, state, federal, and grant sources, and includes detailed proposal response requirements, evaluation criteria, and compliance documentation. Supporting documentation highlights the importance of legal and ethical compliance, including mandatory disclosures such as Conflict of Interest Questionnaires, Certificates of Interested Parties (Form 1295), and Vendor Data Sharing Agreements, all designed to promote transparency and adherence to Texas laws and district policies. The district’s standard contractual terms incorporate provisions on tax exemptions, sovereign immunity, non-discrimination, and responsible data handling, especially concerning student and employee information. Additionally, vendors are guided through bid submission procedures, evaluation criteria emphasizing price, reputation, quality, and MWBE participation, and are required to submit detailed pricing, certifications, and legal disclosures. Overall, the district aims to forge strategic partnerships with qualified vendors to build a sustainable pipeline of highly prepared educators capable of supporting its urban student population over the contract term.
