The Federal Bureau of Prisons is soliciting proposals for a new expansion of Residential Reentry Center (RRC) in-house services and Home Confinement (HC) services in Bakersfield and surrounding areas of Kern County, California. This Indefinite Delivery, Indefinite Quantity (IDIQ) contract utilizes firm-fixed unit pricing and consists of a one-year base period with four one-year option periods. The requirement specifies a maximum capacity of 25 in-house beds, with 20 designated for males and 5 for females, while home confinement services extend to a radius of 150 miles from the RRC facility. Performance must begin within 120 days of the contract award. The selected contractor is responsible for comprehensive operational management, including facility safety, sanitation, medical services, and resident discipline, as outlined in the March 2022 Statement of Work. Key staffing requirements include a Facility Director, an Employment Placement Specialist, and one Case Manager for every 30 residents, along with 24/7 dedicated supervision staff.
