The Federal Bureau of Prisons is seeking concerns having the ability for providing Residential Reentry Center (RRC) services (in-house RRC beds) and home confinement services (home confinement placements) for male and female Federal offenders held under the authority of United States Statutes located in Charleston, West Virginia area to include the Counties of Kanawah, Cabell, Clay, Roane, Lincoln, Putnam, Mingo, McDowell, Wyoming, Mercer, Monroe, Summers, Greenbrier, Fayette, Logan, Wayne, Wirt, Mason, Jackson, Nichols, and Fayette. Residential services include care, custody, control, accountability and treatment, including subsistence. The services described shall be in accordance with the Federal Bureau of Prisons Statement of Work entitled, "Residential Reentry Center, August 2007; Revision 01, December 2007, CCB; Revision 02, December 2008, CCB; Revision 03, February 2010, CCB; Revision 04, May 2010, CCB; Revision 05, May 2011, CCB; Revision 06, January 2012, RRMB; Revision 07, February 2012, RRMB; Revision 08, January 2013, RRMB. This is an indefinite delivery, requirements type contract with firm-fixed unit prices. For the Home Confinement requirement, male and female quantities are combined. The RRC services are estimated to be 49 males and 9 females for the two-year Base Period and each of the three, one-year Option periods. The estimated number of inmate days for the two-year base period is 42,398; 21,170 for Option Year One; 21,170 for Option Year Two; and 21,170 for Option Year Three. The Home Confinement placements are estimated to be 16 placements for the two-year Base Period and each of the three, one-year Option periods. The estimated number of home confinement placements for the two-year base period is 11,696; 5,840 for Option Year One; 5,840 for Option Year Tow; 5,840 for Option Year Three. The solicitation will be available on or about April 7, 2014 and will be distributed solely through the General Services Administration's Federal Business Opportunities website http://www.fbo.gov Hard copies of the solicitation document will not be available.
