Solicitation RFP-200-1065-NC, issued by the Department of Justice Federal Bureau of Prisons, seeks a contractor to provide Residential Reentry Center services for male and female federal offenders in the Rock County Janesville, Wisconsin area. The contract includes a base period and three option years, covering regular inmate days and home detention. The selected provider is responsible for the comprehensive management and operation of the facility, including security, personnel, medical services, and rehabilitation programs designed to assist offenders in transitioning from prison back into the community.
Proposals are evaluated based on technical management, past performance, and business capability, with a strong emphasis on site validity, zoning compliance, and community relations. Contractors must certify adherence to federal, state, and local laws, including safety, occupancy, and environmental statutes such as NEPA. The agreement incorporates a strict performance summary table that links payment to the successful execution of vital functions across safety, resident care, and administration, allowing for the withholding of monthly invoices for non-compliance. Additionally, the contract requires adherence to Department of Labor wage determinations for the state of Wisconsin and mandates a subcontracting plan for entities other than small businesses to ensure participation from disadvantaged and minority-owned firms.
