The contract involves extending the ordering period for the existing Indefinite Delivery, Indefinite Quantity contracts under the Rocket Systems Launch Program to provide capability for delivering small satellites to low and medium Earth orbit using commercial launch vehicles. This extension, from April 2010 to June 2011, supports ongoing and planned missions while allowing the Launch Test Squadron at Kirtland AFB to conduct a full and open competition for the next contract phase. Current performance is carried out by Orbital Science Corporation and Space Exploration Technologies Corporation. The extension is pursued on a sole-source basis under federal acquisition regulations that permit such action when only one source satisfies agency requirements, ensuring continuity of critical missions and avoiding delays or redundant costs during the recompete process. This notice serves to inform interested parties but is not a call for competitive proposals; however, entities can express interest and submit technical information for consideration under the applicable regulation. The contract falls under NAICS code 336414 and is managed through the Department of Defense. Points of contact for inquiries and submissions are Mel Pearson, the Contracting Officer, and Contract Specialist Matthew Jeffery, both based at Kirtland AFB. The contract extension is strategically important for maintaining uninterrupted satellite launch capabilities while transitioning to a new procurement strategy.
