AI Contract Overview
This contract is an Indian-Owned Small Business Economic Enterprise (ISBEE) set-aside issued by the Navajo Area Indian Health Service under the Department of Health and Human Services for the procurement of Hu-Friedy brand restorative dental instruments and sterilization management system components to support clinical operations at the Kayenta Health Center in Arizona. The solicitation, identified as IHS1526328, is open until June 1, 2026, at 12:00 PM EDT, and requires all proposals to meet strict technical compliance standards under the Lowest Price Technically Acceptable (LPTA) source selection process. The offeror must provide an exact match of the Hu-Friedy items listed in the schedule, including specific part numbers and quantities, with no substitutions or “or equal” alternatives permitted; failure to meet this requirement renders the quote unacceptable. In addition, the contractor must be an authorized Hu-Friedy reseller and capable of fulfilling the full order, as partial quotes are rejected outright. The contract incorporates extensive Federal Acquisition Regulation (FAR) clauses relating to ethics, employment eligibility, wage requirements, whistleblower protections, privacy, and compliance with environmental and safety standards, including deviations to clauses governing trafficking, labor standards, and sustainable products. Compliance with the Buy Indian Act is mandatory, requiring the offeror to self-certify as an Indian Economic Enterprise under HHSAR 326.601 and maintain that status throughout the entire contract lifecycle, with immediate notification required for any loss of eligibility. All submissions must include a standalone, itemized price quote and a separate technical narrative verifying authorization, with government forms like SF 1449 explicitly prohibited. Items must be delivered to the Kayenta Health Center within 30 days of award under FOB Destination terms. Invoices must be submitted electronically through the Treasury’s Invoice Processing Platform, governed by the clause 352.232-71. Offerors must also be registered in the System for Award Management, and failure to comply with any representation, certification, or clause requirement may lead to disqualification or legal penalties under federal statutes. The contract’s scope covers a detailed list of 24 dental instruments and accessories, including cassettes, explorers, clamps, pluggers, and syringes, in specified quantities, with freight shipping as a single line item.
