The government intends to award the contract on a Lowest Price Technically Acceptable (LPTA) basis, meaning that the selected offeror must provide the lowest total evaluated price while meeting all technical evaluation criteria delineated in the solicitation. Offerors must submit separate, standalone price quotes along with supporting technical documentation demonstrating compliance with the outlined requirements, including proof of authorized reseller status. This is a sources-sought notice issued by the Navajo Area Indian Health Service office located in Window Rock, AZ, with the performance site at Kayenta, AZ. The notice emphasizes compliance with Indian Economic Enterprise eligibility requirements under the Buy Indian Act (25 U.S.C. 47) and mandates submission of an IHS Indian Economic Enterprise (IEE) Representation Form. The submission deadline is June 1, 2026, with quotes to be emailed to the designated point of contact. Offerors must also be registered in SAM.gov, provide a complete company profile including a Unique Entity Identifier, business size, ownership type, and socioeconomic status. No formal FAR clauses or packaging/marking standards are specified in the notice. Requirements related to inspection, acceptance, invoicing, and contract administration are not detailed, suggesting those will be provided in subsequent contract documentation. The solicitation explicitly excludes use of government forms for pricing, requiring clear, itemized quotes. Overall, this opportunity targets qualified Indian-owned small businesses capable of supplying specific dental instruments and sterilization system components for use by the Indian Health Service.
