Restorative Justice Trainers and Practitioners RFI

The County of Los Angeles Department of Youth Development is seeking information from qualified individuals and organizations with demonstrated expertise in facilitating restorative justice practices and providing training to youth, educators, community members, and youth-serving organizations. This Request for Information, identified as YD-2026-04, is not a solicitation for contract award but a preliminary market research effort to identify potential practitioners and trainers who meet specific criteria related to culturally responsive, trauma-informed, and equity-driven restorative justice practices. Respondents must have at least two years of recent, relevant experience facilitating complex restorative justice circle processes—including cases involving sexual harm, gang violence, or human trafficking—and/or designing and delivering training curricula that build organizational capacity through train-the-trainer models. The place of performance is Los Angeles County, California, and while no contract value, payment terms, or formal evaluation factors are established, the information gathered will inform future procurement decisions. The RFI seeks practitioners who operate with cultural humility and lived-experience-based approaches, and while it does not require federal certifications, business size classifications, or UEI/CAGE codes, it does collect detailed narratives on facilitation experience, training design, and direct service delivery within the local context. No contract clauses, special requirements, or administrative details such as COR/COTR contacts or invoicing procedures are included, as this document is strictly informational and does not obligate the County to issue a future contract.
