RESUSCITATOR, HAND-P

The contract is for the procurement of one adult-size hand-powered resuscitator with NSN 6515-01-209-0699, consisting of standard components including a 1600 M1 bag, patient valve without pressure regulator, face masks in sizes 3 and 5, airways in sizes 0 through 3, a 2600 M1 reservoir bag, and a reservoir valve, all made of silicone. The unit must be delivered within 20 days of award to Hampton, Virginia, under FOB Destination terms, with full compliance to Medical Marking Standard No. 1, which supersedes MIL-STD-129, and must be packaged in commercial-grade sealed unit containers and commercial shipping containers suitable for safe transport by common carrier at the lowest possible rate, including export packaging when necessary. Preservation and packaging must also meet MIL-STD-2073-1E and special packaging instruction MPPWN00001 Rev 03/30/1988. The supplier must provide the specific source and part number being offered and ensure all materials are properly marked and labeled in accordance with federal standards. Delivery and payment processes require electronic submission through the Wide Area Workflow system, mandating active SAM registration and WAWF access. Invoices and receiving reports must be submitted electronically, with combo documents permitted for fixed-price line items with shipment. The contract incorporates mandatory clauses addressing employment eligibility verification, combating trafficking in persons, sustainable products, hazardous material identification, whistleblower rights, cyber incident reporting, NIST SP 800-171 compliance, and government personnel work product controls. It is subject to the Buy American Act and Berry Amendment, with required Safety Data Sheets submitted prior to award for any hazardous materials. Offerors must be registered in SAM, certify their business size and status, and disclose any provision of covered defense telecommunications equipment.
