AI Contract Overview
This contract, issued under solicitation number SPE4A5-26-T-141L by the Department of Defense’s ASC SUPPLIER OPER OEM DIVISION, seeks the procurement of 25 retainer, nut and bolt units identified by NSN 5340011341104, with delivery required within 170 days from the directed order date, targeting a final delivery deadline of January 4, 2027. The items must be shipped FOB Origin to the designated receiving warehouse in Tracy, California, with inspection and acceptance occurring at the destination. The contract enforces strict compliance with MIL-STD-2073-1E for packaging and MIL-STD-129 for marking, labeling, and barcoding, with no special markings required and preservation methods explicitly prohibiting mercury or mercury compounds in all packaging and preservation processes. Technical and quality requirements referenced via R or I numbers are governed by the DLA Master List of Technical and Quality Requirements, with applicable revisions controlled by the solicitation or award date depending on acquisition size. Sampling and inspection follow MIL-STD-1916 or ASQ H1331 Table 1 with zero non-conformances required unless otherwise specified, and attributes are to be classified with verification levels or AQLs corresponding to critical, major, or minor characteristics. The contract mandates adherence to stringent hazardous material controls, including the prohibition of intentional mercury content in hardware, with limited exceptions for functional uses in batteries, certain lights, sensors, weapon systems, and specified chemical reagents, all of which must include a secondary boundary of containment as defined by NAVSEA 5100-003D. Mercury-containing portable fluorescent lamps and instruments must be shock-proof and meet SPE4A5-26-T-141L Section B specifications. All offers must be submitted electronically via the DIBBS portal by May 21, 2026, and must include valid Unique Entity Identifiers and CAGE codes. The contracting vehicle operates under simplified acquisition procedures using FAR 52.213-4, with a type of contract to be determined post-award. Key clauses related to payment, subcontracting, cybersecurity (NIST SP 800-171), safety reporting, and hazardous material handling are incorporated with deviations allowing flexible implementation. Payment is required through WAWF using electronic invoicing, with no alternative systems authorized. The contract includes representations for small business
