The U.S. Army Corps of Engineers Research and Development Center, through its Geotechnical and Structures Laboratory, intends to award a sole source contract to Dynatest, Inc. for the retrofitting of a government-owned vehicle to serve as a tow platform for the Fast Falling Weight Deflectometer (FFWD) system. This action is justified under FAR 12.201-1 as a commercial item procurement, with Dynatest, Inc. being the exclusive source due to its unique technical expertise as the original manufacturer of the FFWD equipment, including authorization for parts, repairs, maintenance, training, and warranty support. The vehicle must be modified to integrate critical systems such as charging capability for the FFWD, power supply for interior electronics, trailer signaling, brake control, park brake signal wiring, cabling, connectors, and a laptop mount, ensuring full operational compliance, safety, and performance. The work is to be performed at Dynatest’s facility in Gainesville, Florida, and the procurement is designated as a HUBZone Sole Source set-aside, with the contractor’s CAGE code listed as 8KM71 and Unique Entity ID as M5M2CFCSJNN6. The solicitation number is W912HZ26N8750, with responses due by 1:00 PM CST on May 12, 2026, and must be submitted electronically via email to the designated contracting points of contact—David Ammermann and Jon-Vincent Holden—with the solicitation number included in the subject line. No formal solicitation will be issued, and this notice is for information purposes only, but any responsible source may submit a capability statement, proposal, or quotation to demonstrate its ability to meet the requirement, including documented past experience and references. While no pricing details, contract line items, or invoice procedures are provided, the government has determined certified cost or pricing data is not required based on the sole-source justification, and key certifications have been completed by contracting officials attesting to the accuracy of the technical and requirement documentation. The contracting activity is based in Vicksburg, Mississippi, with the Contracting Officer and Technical Representative overseeing the process, and no additional standard clauses, packaging, inspection criteria, or delivery terms beyond operational compliance have been specified beyond the scope of the retrofit.
