The Florida Department of Revenue has issued a Notice of Intended Decision to enter into a single source contract with Rev-Trac Software System under solicitation number SS 25/26-105 AD, following a mandatory public posting period from June 1, 2026, at 11:00 AM through June 4, 2026, at 11:00 AM, excluding weekends and holidays. This action follows a prior advertisement from May 8, 2026, to June 1, 2026, through the DMS Vendor Bid System, during which no vendors responded to the solicitation for this specific software solution. The award is justified solely on the unique and irreplaceable capability of Rev-Trac, which is the only change management software certified by SAP for installation within the SAP environment and the only product capable of providing integrated object locking, error prevention for transport sequencing, and end-to-end control of SAP change processes from request to automated delivery. The contract is for software maintenance and support services under NAICS code 81112200, with an estimated value of $58,302.00, covering 24x7 desk access, software updates and patches, upgrades, and support via phone, email, help desk, and online portal, with most inquiries responded to within 20-30 minutes and every request tracked to completion. The contract will be administered by Edwin Valla of the Florida Department of Revenue, with performance entirely within the state of Florida, and no other vendors were considered due to the exclusive SAP certification and integration of Rev-Trac. Failure to file a protest or post bond within the statutory timeframe will result in waiver of all rights under Chapter 120, Florida Statutes.
