Random Moment Sampling

The Florida Department of Revenue, Child Support Program, is soliciting proposals under RFP #26/27-04 for a web-based Software as a Service (SaaS) to provide Random Moment Sampling (RMS). The system will be used to determine the percentage of time staff spend on specific activities to establish performance targets and determine federal reimbursement eligibility under the Title IV-D Program. The scope includes two distinct survey types: one for Clerk of Court employees performing child support work and an internal survey for the Child Support Program. The selected vendor must provide a system capable of sending survey emails at exact dates and times and tabulating results via reports, all while adhering to a federally approved RMS methodology and Florida Administrative Code 60GG-2 security standards. The contract is anticipated as a fixed-rate, deliverable-based agreement with an initial term of sixty-six months and five optional one-year renewals. While the total contract value is not specified, annual maintenance and support payments are capped at $60,000. Financial penalties include a $1,000 per day deduction for cutover delays and a $1,000 monthly deduction for system availability that falls below standards. Proposals are due by October 1, 2026, and must be submitted in three separate volumes: Administrative, Technical, and Cost. Evaluation is based on an aggregate score of up to 175 points, focusing on corporate capability, work requirements, system functionality, a video presentation, and customer references. All data must be stored on US-based servers.
