TDEM Grant Management System

The Texas Division of Emergency Management (TDEM) is soliciting proposals under RFP 30-TDEM-RFP-1548 for a modern, cloud-based Grants Management System (GMS). The selected vendor will implement, configure, integrate, and support a solution to manage the full lifecycle of federal, state, disaster, and non-disaster grant programs, as well as reimbursement-based financial assistance and disaster cost recovery. The system must align with TDEM's enterprise digital services and Constellation architecture and integrate with existing TDEM, FEMA, and TAMUS systems. The project is structured in phases, with Phase 1 focusing on discovery and solution design, requiring deliverables such as a Project Management Plan, Solution Design Document, and Data Migration Strategy. The contract is based on firm, fixed pricing with an original performance period from the date of award until August 31, 2029, including options for three additional one-year renewals. Award decisions will be based on best value criteria, evaluating factors such as purchase price, vendor reputation, and the extent to which needs are met. Compliance requirements are stringent, including adherence to NIST 800-53 cybersecurity standards, the possession of a SOC 2 Type II report, and compliance with the Build America Buy America Act. Additionally, vendors must provide a VetHUB subcontracting plan for contracts exceeding 100,000 dollars and certify against human trafficking and the boycott of Israel.
