Revision to an Existing Vested Surface Mine to Permit Temporary Quarrying as a Borrow Pit for SR 58

This project involves an amendment to the California Endangered Species Act Incidental Take Permit No. 2081-2015-008-06, specifically regarding the revision of an existing vested surface mine to permit temporary quarrying as a borrow pit for SR 58 at the Lynx Cat Mountain Quarry. The primary purpose of this amendment is to extend the permit's expiration date, providing the Permittee with the necessary time to fulfill mitigation requirements. These requirements involve the conveyance of 149 acres of Habitat Management lands to California State Parks in fee simple. Once conveyed, these lands will be managed by California State Parks in accordance with a Memorandum of Understanding established with the California Department of Fish and Wildlife (CDFW). The project is located in San Bernardino County, California, situated approximately five miles northwest of Hinkley and twelve miles west of Barstow. Implementation of the project will result in the permanent removal of 39.4 acres of habitat and is expected to cause the incidental take of Agassiz's desert tortoise, an endangered species, and the Mohave ground squirrel, a threatened species. The CDFW approved the project on October 16, 2025, following determinations regarding environmental impacts and compliance with CEQA requirements. San Bernardino County serves as the lead agency for this action.
