The Department of Defense, through NIWC Atlantic, intends to award a sole source contract to Glenair, Inc. for the procurement of five RF cable assemblies, part number 0212667-1. These components are critical for the operation of the AN/SSQ-137 SSEE INC E system and are required to restock the Navy Supply System to fulfill outstanding fleet requisitions. The government has identified Glenair, Inc. as the original equipment manufacturer and the only source capable of producing these assemblies to the necessary proprietary specifications, noting that any deviation would risk system incompatibility and incur excessive costs. The contract specifies a lead time of 16 weeks after receipt of order and authorizes early or partial shipments. While this is a notice of intent to sole source under FAR 13.106-1(b)(1)(i), the government will consider proposals from interested parties for seven days following the publication date to determine if a competitive procurement is warranted. All responses must be submitted by 2:00 PM Central on the designated deadline.

RESPONSES TO THIS NOTICE ARE DUE BY 2:00:00 PM Central, WHICH SUPERSEDES THE 11:59pm EASTERN RESPONSE TIME SHOWN IN THE GENERAL INFORMATION SECTION ABOVE. As a reminder, the response time identified in the Solicitation Instruction to offerors is the final authority of when responses are due. _____________________________________________________________________ NOTICE OF INTENT TO SOLE SOURCE RFQ-N6523620Q7455 The proposed contract action is for commercial items, which intends to solicit this requirement on a sole source basis to Glenair, Inc., 1211 Air Way, Glendale, CA 91201 Under the authority of FAR 13.106-1(b)(1)(i), sole source justification is based on Glenair, Inc. PBLO Request to "Restock the Navy Supply System." This is a new SAP request to purchase 5 each, cable assembly's, PN: 0212667-1 from the OEM and single sole source of this material, Glenair, Inc., Cage: 06324. With a lead time of 16 weeks ARO. Request to have "Early and or partial shipments are authorized" included in the contract verbiage. These units are for the SSEE INC E program. This will allow the performance based logistics- organic program at SPAWAR Charleston to have the required stock levels needed and ready to support and fulfill current outstanding requisitions requirements that have been received from the fleet. The RF Cable Assembly is necessary for proper operation of the AN/SSQ-137 SSEE INC E system. To deviate from the approved configuration, or item description would adversely affect the standard configuration and require extensive software and / or hardware installation changes not feasible with existing Navy Working Capital Funding provided for system sustainment. In order to ensure that the RF Cable Assemblies are manufactured to their factory operation, only the OEM, can make the units to their original condition. If any other company was to manufacture, the government would create the risk that they would not create them to the correct condition in order to be compatible with The Ship System Exploitation Equipment, (SSEE) An/SSQ-137 system since they do not have the propriety rights that Glenair, Inc. possess. If the government was not to use the OEM, it would cause the government lost time and additional costs when other companies are unable to manufacture these RF cable assemblies. CLIN:0001 021667-1 RF CABLE ASSEMBLY QTY 5 EA Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within (7) days after date of publication of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
