RFB-26-321 Jackrabbit Treatment Facility - Sewer Lift Station

The City of Yuma is soliciting bids for the Jackrabbit Mesa Water Pollution Control Facility (WPCF) Sewer Lift Station project under contract RFB-26-321. This design-bid-build construction project involves the installation of a new sewer lift station, sewer force main, sewer manholes, and a sewer gravity line. Technical specifications include the installation of 50 HP submersible non-clog grinder wastewater pumps and the use of ASTM C-900 DR-18 PVC piping. The project is governed by the Maricopa Association of Governments (MAG) Uniform Standard Specifications and the City of Yuma's supplements. The contract requires substantial completion within 120 calendar days and final completion within 150 calendar days of the Notice to Proceed. Award will be granted to the lowest responsive and responsible bidder. Bidders must provide a bid bond of at least 10 percent of the bid amount, and the successful contractor must provide performance and payment bonds totaling 100 percent of the contract sum. Comprehensive insurance coverage is required, including a 4 million dollar umbrella/excess liability limit and 1 million dollar limits for vehicle and employer's liability. Rigorous quality control is mandated, including water-tightness and negative air pressure testing for the lift station, as well as pressure testing per AWWA C-600 standards. All final test reports must be sealed by an Arizona-registered professional engineer. Bids must be submitted via the City's Bonfire Procurement Portal by September 10, 2026, at 11:00 AM AZ Time. Contractors must also comply with federal and state laws regarding non-discrimination, E-Verify employment eligibility, and Arizona statutory requirements regarding non-collusion and anti-boycott restrictions.
