The Kentucky Transportation Cabinet Facilities Support is establishing a Master Agreement for snow and ice management services for designated vehicle use areas, pedestrian walkways, stairs, and ramps at facilities in Franklin County. The selected vendor will provide all necessary labor, equipment, and materials to ensure bare pavement or adequate traction for safe traffic and pedestrian flow, with a primary requirement that areas are clear for business hours between 7:00 am and 5:00 pm, Monday through Friday. The contract features an initial one-year term ending August 31, 2027, with the option for four additional one-year renewals. Award selection is based on a best-value ranking approach, with price weighted at 95 points and experience at 5 points, where maximum experience points are awarded for twenty or more years of service. The contract includes strict billing guidelines, requiring invoices in quarter-hour increments for actual abatement time only, excluding travel and site inspections. Vendors must submit a Storm Log within 24 hours of each event for agency acceptance. Compliance requirements include adherence to various Kentucky Revised Statutes regarding taxes, wages, and safety, as well as the submission of campaign finance affidavits and proof of insurance prior to award. The Commonwealth reserves the right to cancel the agreement with 30 days written notice.
