RFI- Aeromedical Certified Ventilator

DLA Troop Support is conducting a market research effort through a Request for Information (RFI) to gather technical details, pricing, and supporting documentation for aeromedical certified portable and transport ventilators. Key deliverables include the ventilator unit itself with LED displays, universal AC/DC power supplies, batteries, oxygen and air hoses, disposable patient circuits for all age groups, oxygen reservoir kits, a padded case, and a reusable hard transit case. Equipment must be field-maintainable by military biomedical engineering technicians using only standard tools, with a Mean Time to Repair not exceeding 1.5 hours and an objective of 1 hour, and must maintain 85% availability over 30 days with a goal of 90%. The ventilators must comply with a range of regulatory and technical standards including the Federal Food, Drug, and Cosmetic Act, FDA Title 21 regulations, ISO 9000, ISO 10651-3:1997, ISO 80601-2-12:2011, NFPA 99, UL 544, MIL-STD-461D, MIL-STD-462D, MIL-STD-810G, CGA V-1 and V-5, and AFI44-108 for infection control. Devices must also meet DoD Cybersecurity Risk Management Framework requirements, including Authorization to Operate (ATO) or willingness to undergo the ATO process, data-at-rest encryption for all Protected Health Information and Personally Identifiable Information, and submission of a completed Joint Medical Device Risk Assessment Questionnaire v2.0.
