This contract is an addendum to a Request for Information (RFI) issued by Headquarters Air Force Special Operations Command (AFSOC) at Hurlburt Field, Florida. It is strictly an information-gathering effort and not a solicitation for proposals or bids. The purpose is to facilitate the Functional Solution Analysis phase of the Capability Based Assessment (CBA) by collecting potential solutions that address AFSOC’s key capability gaps outlined in the classified Prioritized Gap List (PGL). The PGL, a classified document kept on the SIPRNET, details significant capability shortfalls along with background information and measures for evaluation. The addendum introduces a new procedure allowing previously vetted providers to request either hard or soft copies of the classified PGL, contingent upon verification of their facility clearances for classified storage. Potential solution providers interested in accessing the PGL must submit a Notice of Interest (NOI) comprised of a Vendor Capability Statement and information relating to foreign ownership and control of their company. The process involves a two-step engagement where, following review of the NOI, AFSOC may provide a sanitized portion of the PGL over the non-classified NIPRNET, along with a solution submission template intended for documenting responses against the listed capability gaps. Submissions will be accepted indefinitely, though evaluations will align with upcoming planning cycles. The document stresses that direct discussions or submissions do not imply any government commitment to funding or contracting. All communications are coordinated through designated points of contact within AFSOC, with careful adherence to classified information handling and submission protocols.

THIS IS NOT A SOLICITATION. Interested firms shall not send proposals in response to this Notice. This notice shall not be construed as a commitment by the Government to issue a solicitation nor does it restrict the Government to a particular acquisition approach. Summary of Change: Effective Immediately, previously vetted solution providers may now request the classified PGL in hardcopy or softcopy format. In response to requests for the PGL, AFSOC/A8XP will verify the requestor's facility clearance for classified storage and provide a copy of the PGL in the format requested. Standard procedures for wrapping, mailing, and tracking classified materials will be used. Other interested companies may also request the PGL after complying with Section III, Submission Guidance, below. I. Background: The Functional Solution Analysis phase of the CBA produces a list of potential solutions that are defined by the DOTMLPF-P framework. The final analysis reviews the information derived during the CBA and provides AFSOC senior leadership with the pedigree of information and approach or approaches that best address the Command's capability gaps. RFI-AFSOC 12-0001, released 8 Aug 12, started the solution gathering phase of the FSA and specified solution submittals via SIPRNET. II. Prioritized Gap List (PGL): As specified in the base RFI, the PGL is the product of the AFSOC Strategic Planning Process Capability Based Assessment (CBA) and contains the Command's most important capability gaps. Each PGL entry includes a description of the gap, background information, major components, and their attendant measures of merit. It is a classified document and is currently hosted in electronic form on the SIPRNET to facilitate data manipulation and other required analyses with minimal human-introduced errors. III. Submission Guidance: A. This addendum also initiates a two-step process between the government and interested solution providers. B. Step 1: a. Following a review of the NOI, the Government may provide access to a sanitized version of the PGL (gap name and gap description) via NIPRNET in an email response to the NOI. b. The Government will provide a solution template to be used to document solution submittals. A separate template should be used for each solution submittal and all submittals should be related to one or more of the items on the PGL.
