Background: This Sources Sought Request for Information (RFI) is for information, planning and market research purposes only and shall not be construed as either a solicitation or obligation on the part of the Food and Drug Administration or its Centers. The purpose of this RFI is to help the FDA understand the technical capabilities for providing the full range of services described in the Statement of Work (SOW) attached at the end. FDA will use this market research information to assess the market's capability to successfully meet FDA's Training Room A/V Equipment Preventative Maintenance requirements. FDA welcomes responses from all interested businesses. FDA does not intend to make a selection decision or award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted or FDA's use of such information. Acknowledgment of receipt of responses will not be made, no questions will be answered, nor will respondents be notified of the outcome of the FDA's review of the information received. Additionally, the FDA does not intend to hold discussions concerning this RFI with any interested parties. However, FDA reserves the right to contact vendors if additional information is required. General Instructions: A complete response to the RFI should include answers to all of the questions below. Please note that a respondent's failure to provide a complete response to a question will be interpreted to mean that it does not understand the question and does not demonstrate the capability to provide services required. Responses should demonstrate capability, not merely affirm the respondent's capability (e.g.: The response must go beyond the statement that, "XYZ company can provide training support."). Responses to the RFI related to company capabilities (questions 1-3) should not exceed 2 pages in length. Comments and questions regarding the SOWs (questions 2) are not subject to a page limitation. The RFI responses should be submitted via email to Min Jie Zeng at contact@example.gov by 12:00 noon on July 23rd, 2020. E-Mail is the only acceptable method of delivery for this sources sought notice.

Solicitation 75F40126R00009 is a request for proposals for a single Indefinite Delivery, Indefinite Quantity (IDIQ) contract to provide Contractor-Hosted Fully Integrated Records Facility (FIRF) services for the FDA. This acquisition is exclusively set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns under NAICS code 541611. The contract has a maximum ceiling of 50 million dollars with a guaranteed minimum of 10,000 dollars. The contract will support various task order types, including Time-and-Materials, Labor-Hour, and Firm-Fixed Price. The scope of work requires the contractor to manage an offsite document control facility to standardize records management and transition the agency toward a near 100 percent electronic environment for premarket and postmarket submissions. Key task areas include program management, document processing, scanning, data entry, tracking, temporary storage, and transition activities. Performance will primarily occur at FDA facilities in the Washington, D.C. metropolitan area, specifically within Maryland. Award will be made on a Lowest Price-Technically Acceptable (LPTA) basis, evaluating technical factors and past performance on an acceptable or unacceptable basis. Proposals must be submitted electronically in three separate volumes, with a final submission deadline of November 5, 2026, at 2:00 PM Eastern Time.
