The Office of the Circuit Executive for the District of Columbia Circuit is conducting market research through a Request for Information to assess the availability of hotel and meeting facilities capable of supporting the 2028 Biannual Conference scheduled for the week of June 26, 2028. The event is expected to accommodate 400 to 450 participants and requires comprehensive venue services including a general session ballroom configured for classroom-style seating with staging and dual front projection screens, a staff office and security command post each minimum 500 square feet on the same floor as the ballroom, event registration tables, multiple breakout and reception spaces, and full audiovisual support including video recording, podium microphones, wireless handhelds, and video playback equipment. Accommodations require a block of 15 rooms on Monday and 280 to 300 rooms per night Tuesday through Thursday, with lodging and meeting space must be located in Washington, District of Columbia. Facilities must be fully compliant with the Hotel and Motel Fire Safety Act of 1990 and be listed on the U.S. Fire Administration’s National Master List, as well as meet all Americans with Disabilities Act requirements. Only direct submissions from hotels are accepted; third-party agencies or brokers will be disqualified. Respondents must be registered in the Central Contractor Registration system and capable of accepting government purchase orders. The Request for Information is not a solicitation for bids or proposals and will not result in a binding contract; responses are strictly for planning and market assessment purposes. The acquisition strategy remains under development and may change significantly before any formal solicitation is issued. Responses must be submitted via email by August 10, 2026, in Microsoft Word, Excel, PowerPoint, or Adobe Professional format. All inquiries should be directed to Marina Fevola or Jill Fusillo at the designated email addresses. The North American Industry Classification System code for this effort is 721110, corresponding to hotels and motels, and the Product Service Code is V231 for lodging services. While the government prefers adherence to per diem meal pricing and service standards, no pricing or contract value details are provided because this is strictly an information-gathering tool. The deadline for responses and the specific submission format reflect the preliminary nature of this market research, with the intent being to identify qualified vendors capable of meeting the complex logistical demands of the conference, not to initiate procurement at this time.
