AI Contract Overview
The contract H9126926IJ35S is a Request for Information (RFI) issued by the Department of Defense through the Naval Supply Systems Command Fleet Logistics Center Norfolk to gather market input for future acquisition planning related to the Department of War Federated Data Platform, formerly known as Advana. This RFI seeks industry, academia, and federal lab feedback on technical approaches for delivering decision-ready data products—termed Gold Tables—within the SIPRNet War Data Platform (WDP), managed by the OSW Chief Data and Artificial Intelligence Office (CDAO). The government is not soliciting proposals or committing to award a contract; instead, responses are intended to inform future requirements, assess industry capabilities, and estimate rough order magnitude costs across the Future Years Defense Program (FYDP). Respondents are required to provide organizational details including name, address, business size, CAGE Code or UEID, and point of contact information, along with descriptions of services, facilities, personnel, and past experience, particularly emphasizing expertise in data management, artificial intelligence, machine learning, and GenAI. The envisioned work involves engineering a fully automated, secure, and scalable data lifecycle across Bronze, Silver, and Gold layers within SIPRNet, transitioning from legacy methods to modern DataOps and Digital Engineering practices. Critical deliverables include runbooks for ingestion and transformation, data catalogs, lineage documentation, quality frameworks, security and governance plans, API documentation, metadata strategies, system architecture diagrams, training materials, and comprehensive test documentation—all governed by strict SIPRNet security protocols and compliance with JFN and IC “Golden Object” standards. All artifacts must be delivered with Unlimited or Government Purpose Rights, and key technical requirements include AI-ready vectorization pipelines, Human-in-the-Loop review for critical AI outputs, mandatory Blue/Green deployment architectures to ensure zero unplanned downtime, and full traceability from raw data through to curated Gold Tables. Performance is measured by automated quality thresholds, deployment reliability, and the ability to sustain data governance with complete provenance. While no formal contract clauses, evaluation factors, pricing details, or award mechanisms are included, the submission deadline is July 15, 2026, and responses must be sent via email to Shawn Francis of Joint Staff J35 South. The government explicitly states that it will not pay for responses, and information submitted as proprietary must be clearly marked to receive protection.
