Business Systems Modernization-Selective Service System

The Selective Service System is seeking industry input through a Request for Information (RFI) to refine the Contract Line Item Number (CLIN) structure, line-item organization, and pricing strategy for a forthcoming Indefinite Delivery Indefinite Quantity (IDIQ) contract aimed at modernizing its enterprise business systems. This effort targets the implementation of interoperable Commercial Off-The-Shelf (COTS) technologies to support critical functions including random selection processes, notification and communication workflows, accession scheduling, logistics, personnel tracking, and continuity of operations. The Government has developed a draft Performance Work Statement outlining required services such as discovery, implementation, integration, migration, sustainment, cybersecurity, analytics, and operational support, but has not yet finalized the CLIN structure or pricing model. Industry feedback is specifically requested on how to design a CLIN framework that aligns with commercial pricing practices, enables efficient contract administration, supports performance management, and streamlines invoicing. All responses are advisory and do not obligate the Government to proceed with a solicitation or award a contract. The RFI is not a request for proposals or pricing, and submissions will be evaluated solely to inform future acquisition strategy. The anticipated contract will be executed under NAICS code 518210 and include task orders with individualized scopes, milestones, deliverables, pricing, acceptance criteria, deployment schedules, testing, security measures, sustainment expectations, and transition requirements defined at the task order level. Contractors must comply with a robust set of federal cybersecurity and compliance standards, including FISMA, NIST SP 800-53 for Moderate systems, FedRAMP where applicable, NIST SP 800-63 for digital identity, Section 508 accessibility, Federal Records Act requirements, and applicable OMB memoranda and Executive Orders. All personnel requiring access to Government systems or facilities must execute signed Non-Disclosure Agreements, and contractors are expected to provide comprehensive technical, engineering, operational, and cybersecurity documentation. Deliverables must be submitted electronically in Government-approved formats, and the Government retains full authority to review, reject, or require revisions to any deliverable without relieving the contractor of responsibility for meeting contractual obligations.
