RFI / Market Research - Personal Dosimetry Services

The U.S. Department of Agriculture’s Radiation Safety Division is conducting market research through a Request for Information to assess industry capability and interest in providing personal and area radiation dosimetry services across approximately 100 domestic and international locations. The contractor will be responsible for supplying, processing, and managing NVLAP-approved whole-body or extremity dosimeters using OSL or another USDA-approved technology, with an estimated volume of 300 to 600 dosimeters issued monthly or quarterly. Services must include timely replacement, prepaid return shipping, end-to-end shipment tracking, and secure, 24/7 online data management with exportable reports in Excel, CSV, and PDF formats. The contractor must maintain NRC and Agreement State compliance, ensure cybersecurity for the transmission and storage of exposure data, and deliver NRC-compliant dose reports within 30 days of receiving returned dosimeters. A secure, accessible portal for lifetime exposure recordkeeping is required, along with dedicated technical support for USDA radiation safety personnel. The place of performance is specified as Beltsville, Maryland, with operations extending globally across USDA facilities. Respondents must submit a PDF proposal of no more than 10 pages by June 15, 2026, including company information with UEI and business size, past performance details from the last five years, a technical approach addressing logistics and reporting, and responses to specific questions on scalability, system capabilities, and alerting mechanisms. This RFI is purely for planning and does not constitute a solicitation; responses are voluntary, and no payment will be made for proposal development costs.
