RFI MAST O&S

The Department of Homeland Security, through the Air and Marine Contracting Division, has issued a Request for Information (RFI) to conduct market research for the operations and support of 16 Maritime Approaches Surveillance Towers (MAST) systems. The scope of work involves the sustainment, maintenance, and logistics support for deployed systems and the transition of new systems into steady-state operations across current and future coverage zones. This effort encompasses up to 75 systems across more than 100 sites, including remote coastal areas, islands, and access-constrained locations in the Southwest, Gulf of America, Puerto Rico, and the U.S. Virgin Islands. The government is seeking industry insights on technical capabilities, logistics, and rough order of magnitude cost estimates. Key functional areas include 24/7/365 technical operations, system health monitoring, and preventive and corrective maintenance for radars, EO/IR cameras, AIS receivers, tower power systems, and communications equipment. Additionally, the contractor must provide sustainment engineering to improve reliability and cybersecurity posture, while maintaining strict compliance with safety, environmental, and electrical safety programs for tower work. Interested respondents must use the mandatory submission template to provide their vendor profile, corporate experience with similar maritime surveillance projects, and recommendations for contract structures. Submissions are due by October 5, 2026, and must be sent to the designated points of contact.
