Request for Information (RFI) EP984-220001 Through this Request for Information (RFI), the Government of Canada is seeking the participation of industry, as well as First Nations, Inuit and Métis partners, in order to gain an understanding of the non-emergency towing and tug capacity within Canada. Keeping in mind that Canada’s needs for towing and tug services are varied and required by multiple departments such as, but not limited to the Department of National Defense (DND), the Canadian Coast Guards (CCG), and the Department of Fisheries and Oceans (DFO), Canada is specifically looking for information, comments and feedback on: 1. Liability and insurance clauses that could be part of future contracting tools. 2. Capacity to provide a wide range of towing and tug services in national and / or coastal international waters, from coast to coast to coast. These services include, but are not limited to relocation of non-commercial Government of Canada vessels, towing of Wrecked, hazardous and abandoned vessels (WHAV), marine animal carcasses and other marine impediments and debris. This RFI is neither a call for tender nor a Request for Proposal (RFP). No agreement, procurement tool or contract will be entered into based on this RFI. The issuance of this RFI is not to be considered in any way a commitment by the Government of Canada, nor as authority to potential respondents to undertake any work that could be charged to Canada. This RFI is not to be considered as a commitment to issue a subsequent solicitation or establish procurement tools pertaining to non-emergency towing and tug services. Participation in this RFI is encouraged, but is not mandatory. There will be no short-listing of potential suppliers for the purposes of undertaking any future work as a result of this RFI. Similarly, participation in this RFI is not a condition or prerequisite for the participation in any potential subsequent solicitation. Respondents will not be reimbursed for any cost incurred by participating in this RFI. Responses to this RFI are to be submitted to the PSPC Procurement Authority identified below, on or before November 14, 2022 at 2:00pm.
