Solicitation # 2026-DOI-0099
First 5 Sacramento has issued a Determination of Interest, solicitation number 2026-DOI-0099, to identify qualified organizations to provide breastfeeding support services within Sacramento County. The primary objective is to help new families initiate and continue exclusive breastfeeding for at least six months, and ideally up to one year, while specifically working to reduce racial disparities in breastfeeding rates. The project is aligned with American Academy of Pediatrics recommendations and focuses on serving underserved communities through culturally responsive methods. Eligible providers must offer core services including education, support, and one-on-one consultations, with a requirement for professional responses to inquiries within 24 hours and assistance with breastmilk expression methods. The contract term runs from July 1, 2027, through June 30, 2030, with a total available funding amount of up to 600,000 dollars. To be eligible, applicants must have at least five years of experience providing breastfeeding support as a core service in Sacramento County and must employ International Board Certified Lactation Consultants for advanced clinical care. Services must be delivered at strategically dispersed community locations where breastfeeding rates are lowest, including virtual and home-based options. This DOI phase uses a screening tool to determine eligibility, and selected organizations may be invited to participate in a subsequent Request for Proposal process. Responses must be submitted electronically via the OpenGov portal by November 17, 2026.

The County of El Dorado, through its Procurements and Contracts Division, issued Request for Information 24-0061 to identify qualified software vendors capable of providing a comprehensive Case Management System (CMS) for Probation Services and Institutions. The system is intended to manage electronic files for adult and juvenile clients, including pretrial programming, probation supervision, and juvenile court processes. A significant portion of the scope involves juvenile institution management, requiring strict adherence to California Title 15 Minimum Standards for Juvenile Facilities and Office of Youth and Community Restoration (OYCR) requirements to track booking, room assignments, incident reporting, and daily activity logs. Technical requirements emphasize a CJIS-compliant cloud storage solution featuring multi-factor authentication and the ability to perform data conversion from a legacy SQL database lacking a data dictionary. The system must support API-based integration with various third-party entities, including law enforcement, the Superior Court, and the District Attorney's Office, while remaining compatible with future AI enhancements. Essential reporting capabilities include data transmission to the California Law Enforcement Telecommunications System (CLETS) and the extraction of mandated reports for the BSCC, OYCR, and CPOC, with compatibility for Power BI or Tableau. The project also necessitates a comprehensive training program for all staff levels to be completed within two years.
