Solicitation # 2026-DOI-0099
First 5 Sacramento has issued a Determination of Interest, solicitation number 2026-DOI-0099, to identify qualified organizations to provide breastfeeding support services within Sacramento County. The primary objective is to help new families initiate and continue exclusive breastfeeding for at least six months, and ideally up to one year, while specifically working to reduce racial disparities in breastfeeding rates. The project is aligned with American Academy of Pediatrics recommendations and focuses on serving underserved communities through culturally responsive methods. Eligible providers must offer core services including education, support, and one-on-one consultations, with a requirement for professional responses to inquiries within 24 hours and assistance with breastmilk expression methods. The contract term runs from July 1, 2027, through June 30, 2030, with a total available funding amount of up to 600,000 dollars. To be eligible, applicants must have at least five years of experience providing breastfeeding support as a core service in Sacramento County and must employ International Board Certified Lactation Consultants for advanced clinical care. Services must be delivered at strategically dispersed community locations where breastfeeding rates are lowest, including virtual and home-based options. This DOI phase uses a screening tool to determine eligibility, and selected organizations may be invited to participate in a subsequent Request for Proposal process. Responses must be submitted electronically via the OpenGov portal by November 17, 2026.

The New York State (NYS) Office of Children and Family Services (OCFS) has released this Request For Proposals (RFP) to solicit applications from qualified applicants to provide Kinship Caregiver Support Programs (KCSP) to increase the state’s capacity to support and strengthen families and promote the permanency and well-being of children. Applicants must agree to provide required services to families in a minimum of two or more NYS counties and/or boroughs of New York City (NYC). Programs should be designed to meet the unique needs of kinship families, with a goal to maintain and support children residing in permanent households. The purpose of this RFP is to fund Kinship Caregiver Support Programs (KCSPs) to build statewide services for kinship families. The goal of funds awarded through this RFP is to provide effective, evidence-based services to kinship families. Applicants may apply for funding to start a new program or continue and enhance an existing program. The NYS Fiscal Year 2024-2025 State Budget is anticipated to appropriate $1.9 million to fund KCSPs. Each applicant may request up to $175,000 per year per application to serve a minimum of two or more NYS counties and/or boroughs of NYC. For the purpose of awards made from this RFP, OCFS will view each NYC borough as a county. Applicants may submit up to four proposals in response to this RFP and may receive a maximum of four awards. An applicant must submit separate proposals for each award being requested. If an applicant submits more than one proposal, each additional proposal submitted by the applicant must not duplicate the counties/boroughs proposed to be served in any of their other proposals submitted. Submission of Proposals Application submission for this RFP will occur in two steps (specific information regarding these steps is located in RFP Section 5.4 Proposal Content and RFP Section 5.5 Proposal Submittal Process): First, applicants will complete an online application form via this link: https://forms.office.com/g/11uAvXTJEA as instructed in RFP Section 5.5 Proposal Submittal Process. Applicants will automatically receive a confirmation email from contact@example.gov after they submit their completed application form.
