GSA Leasing Support Services Max (GLS Max) Solicitation
Solicitation # 47PH5326R0017
The General Services Administration Public Buildings Service is soliciting proposals for the GSA Leasing Support Services Max (GLS Max) Multiple Award Indefinite Delivery/Indefinite Quantity contract, solicitation number 47PH5326R0017. This nationwide requirement seeks to award six contracts, with two awarded in each of three geographic zones, to provide transaction support for lease acquisition and related real estate services for federal tenants. The anticipated period of performance is five years, with a minimum guarantee of 250,000 dollars in commissions per contractor and a maximum estimated commission of 300 million dollars per zone. Notably, GSA will not make direct payments; contractors will be compensated via private-sector commission payments from lessors. The scope of work is divided into six modules covering lease acquisition, programming, post-award services, deluxe acquisition services, lease extensions, and lease renewals. The procurement is a partial small business reserve, and the government will utilize a best value tradeoff source selection process. Technical factors, including management approach, firm experience, and past performance, are significantly more important than price. Offerors must provide a complete data set for 65 projects and detailed descriptions for three specific projects to avoid being deemed technically non-compliant. Key requirements include active SAM registration, strict adherence to security clearances and IT onboarding for personnel, and the use of GSA-provided systems for all contract-related communications. The contract is governed by commercial acquisition procedures under FAR Part 12 and Part 15. Recent amendments have updated the RFP to incorporate various question-and-answer sessions, revised the staffing matrix and experience templates, and removed the INFORM process requirement in favor of standard FAR debriefing procedures.
