This document is a Request for Information (RFI) issued by the Red River Army Depot Areas of Interest Solution Portal (RRAD-AOI-SP) seeking information from potential solution providers related to the FY20-29 Areas of Interest (AOI) identified through a strategic planning and capability assessment process. It clearly states that this is not a solicitation and no proposals should be submitted in response. The purpose is to gather data to analyze potential solutions based on the DOTMLPF-P framework, which will guide future recommendations for addressing specific AOI items. The AOI list represents the long-term technical interests of the Command, supporting the development and submission of relevant solutions. Interested parties must initially submit a Notice of Interest (NOI) including a capability statement with core competencies, key personnel, security contacts, and company information, specifically addressing questions about foreign involvement or control of the company. After review, selected providers will be invited to submit detailed solution packages using prescribed forms, with each submission tied to an AOI item. This process is intended to inform government decision-making but does not guarantee funding or contract awards. The RFI remains open until February 13, 2021, with the government acknowledging all submissions and potentially requesting additional information. Any engagement with points of contact is non-binding, and only authorized contracting officers can commit the government.
