REQUEST FOR INFORMATION GSA, Federal Acquisition Service (FAS) Office of Acquisition Management Greenhouse Gas (GHG) Emissions Disclosure Data Call January 14, 2010 GENERAL INFORMATION Document Type: Request for Information (RFI) Point of Contact: Adam F. Jones BACKGROUND Pursuant to Executive Order 13514 - Section 13, the General Services Administration's (GSA) Federal Acquisition Service (FAS) is leading the federal government's efforts to create a more sustainable supply chain. Section 13 of the E.O. requires GSA to examine the feasibility of requiring vendors and contractors to register with a voluntary registry or organization for reporting greenhouse gas emissions. GSA is considering the use of a third-party contractor to reach out to a subset of federal contractors, assist them in gathering information about GHG emissions and facilitate the disclosure of this information via a web-based data entry system. OBJECTIVES GSA is interested in gathering information on any contractors that have significant experience (5 years or more) providing this type of service. Essential features of the required service include: ? A collection process and flexible data entry system that allows respondents to identity the most appropriate method of GHG disclosure and input data in multiple formats ? Allows for the disclosure of entry level to fully verified inventories ? Information requests that encourage change and innovation ? Gives consideration to the data collection approach for small and medium businesses vs. large firms ? Fee structure that does not charge participating federal contractors GSA is not seeking a contractor to provide independent verification of GHG reporting. RESPONSES For capable contractors, please provide information on previous experience and the methodologies that would be used to gather GHG emission inventories. Respondents must be capable of providing the service for a large number of participants (200 contractors initially, and, potentially, over 17,000 over the next few years). Responses shall be sent to Adam Jones at Adam.Jones@gsa.gov not later than Thursday, January 21, 2010. PUBLIC RECORDS AND REQUESTS FOR CONFIDENTIALITY Any document submitted that contains confidential information must be marked on the outside as containing confidential information, and each page upon which confidential information appears must be marked as containing confidential information. The confidential information must be clearly identifiable to the reader wherever it appears. COPYRIGHTS By submitting a response, the vendor agrees that the government may copy the response for purposes of facilitation of review or to respond to requests for public records. The vendor represents that such copying will not violate any copyrights in the materials submitted. CONTENT OF RESPONSES Responses should be based on the material contained in this RFI and any other relevant information the vendor thinks is appropriate. Responses will not be returned. COST TO VENDORS The government is not responsible for any costs incurred by a vendor in relation to the preparation of a response to this RFI. NO OBLIGATION TO ISSUE REQUEST FOR PROPOSAL The issuance of this RFI does not obligate the government in any way to issue an RFQ or RFP for the services described.
