Full Description
The U.S. Food and Drug Administration's (FDA), Office of Acquisitions and Grants Services (OAGS), is conducting market research for “Protecting Americans from Tobacco-Related Death and Disease” support services.
The purpose of this contract is to provide CTP with technical services to support a full range of public education activities. Such activities include planning, developing, producing, and delivering public education campaigns or programs that effectively reach intended audiences using proven and privacy-safe marketing tools. Further specifications will be defined at the Task Order level.
The Contractor shall provide comprehensive services for multiple public education campaigns targeting audiences as small as 10,000 people to as large as 100 million people, to include, but not limited to, financing and placing annual media buys up to or in excess of $100 million. CTP may also direct the Contractor to develop and implement additional public education campaigns, efforts, or activities to support other goals related to its regulatory authorities under the TCA.
The Contractor’s management responsibilities shall include all activities necessary to ensure the accomplishment of timely and effective support. The contract is inclusive of labor and Other Direct Costs (ODCs), both of which will be funded annually throughout the period of performance.
This is not a solicitation announcement. This RFI/SSN is being issued in accordance with Federal Acquisition Regulation (FAR) Part 10, Market Research. It is for information, planning and market research purposes only and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. The Government reserves the right to contact any of the respondents after the submission deadline if additional information is required.
The purpose of this RFI/SSN is to identify and gain knowledge of potential sources that are capable of providing the full range of services described in this RFI/SSN and the attached draft Statement of Work (SOW). Responses to this RFI/SSN will be utilized for a potential solicitation for obtaining “Protecting Americans from Tobacco-Related Death and Disease” support services. The anticipated period of performance start date for this requirement is May 2027.
