The Department of Homeland Security (DHS) is conducting market research via Request for Information 70RTAC27RFI000001 to identify small business manufacturers of Technical Category 1 (TC1) equipment under NAICS code 334220. This effort supports the planning of a future multiple-award Indefinite Delivery Indefinite Quantity (IDIQ) Multi-Agency Contract for Tactical Communications and Technical Investigative Comprehensive Solutions (TACTICS). The primary objective is to determine if qualified small business manufacturers exist for specific product lines to decide whether waivers of the Small Business Administration Nonmanufacturer Rule (NMR) are necessary. The scope covers eight subcategories of equipment, including infrastructure, maritime and air systems, mobile command and control vehicles, satellite equipment, tactical information processing, and various intercept and surveillance capabilities for use in domestic and foreign locations. Technical requirements for the equipment are stringent, emphasizing ruggedization and security. Many devices must comply with MIL-STD-810G for environmental conditions, MIL-STD-461F for emissions, and specific Ingress Protection standards such as IP65, IP66, or IP67. Critical security features include tamper-evident seals and hardware-encrypted, FIPS 140-3 validated portable media. Additionally, all devices must be FCC compliant, and batteries must meet US safety standards. Interested respondents must submit a completed TC1 Capability Matrix by November 4, 2026, detailing their domestic or foreign ownership, small business status, and specific manufacturing experience rather than just supplying capabilities.

The Department of Homeland Security (DHS) is issuing this Request for Information (RFI) for informational and planning purposes only. The purpose of this RFI is to identify small business manufacturers of specified Technical Category (TC) 1: Equipment under NAICS code 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. This market research is focused strictly on equipment, not services. This market research will support acquisition planning for the TC1 Equipment track and determine whether there are small business manufacturers capable of producing specific classes of supply. The results may be used to support DHS’s consideration of requesting waiver(s) of the Small Business Administration (SBA) Nonmanufacturer Rule (NMR), as appropriate, before release of the final solicitation. DHS is not seeking a blanket waiver for all TC1 equipment. Rather, DHS intends to assess manufacturer availability at the individual product-line or class-of supply level. Where capable small business manufacturers exists, DHS anticipates that the NMR would continue to apply. DHS may consider seeking an NMR waiver only for those specific classes of supply for which market research demonstrates that qualified small business manufacturers are unavailable. The information gathered may be used to formulate acquisition strategies for competitive solicitations.
