The Information Technology Acq Center (ITAC) serves as a centralized procurement hub for the Department of Homeland Security, focusing on the modernization and management of enterprise-wide technology infrastructure. Its core mission centers on the deployment and sustainment of critical communication systems, cloud computing environments, and mobile technology frameworks. Strategic priorities include the implementation of the Department-Wide Cloud (Cumulus) initiative, the management of cellular wireless services, and the optimization of mobile device lifecycles to ensure secure and efficient connectivity across the department.
Procurement patterns emphasize a heavy reliance on professional IT services, specifically computer systems design, custom programming, and administrative management consulting. The agency frequently procures managed services for wireless telecommunications, including service desk support, telecommunication expense management, and mobile device management platforms. These requirements are often structured as subcontracts and award notices for specialized technical support and infrastructure hosting.
The agency primarily targets vendors within the computer-related services and management consulting NAICS categories, with a significant focus on cloud infrastructure and telecommunications resellers. There is a clear preference for small business participation, frequently utilizing SBA, Small Business Program (SBP), 8(a), and Women-Owned Small Business (WOSB) set-asides to diversify its vendor base.
Operating under the Office of Procurement Operations within the Department of Homeland Security, the ITAC functions as a specialized acquisition entity. Its scope covers department-wide technology refreshes and the integration of complex wireless and cloud ecosystems, utilizing a mix of direct awards and subcontracting vehicles to maintain its technical infrastructure.
