The Department of Homeland Security Information Technology Acq Center is implementing a three-month sole source extension for the HSIN Modernization project with BridgePhase, LLC under solicitation 70RTAC24FR0000066_P00011. This extension is necessary to address unforeseen technical complexities encountered during the migration of data from the legacy Homeland Security Information Network platform to a modernized system. The additional time will be used to deploy further engineering resources and conduct rigorous system validation testing to ensure data integrity and prevent downtime, addressing latent conditions that were not anticipated during initial project planning. Beyond the technical migration, the extension ensures a seamless transition of architectural designs, system configurations, and open ticket histories to the successor vendor responsible for future operations and maintenance. This action is being taken under the authority of GSAR 538.7104-3(b)(ii) and RFO Clause 52.217-8, as BridgePhase, LLC is deemed uniquely capable of completing the remaining work without incurring duplicative costs or risking the quality of the modernization effort.

Sources are being limited in accordance with GSAR 538.7104-3(b)(ii) in order to implement RFO Clause 52.217-8, Option to Extend Services. RFO Clause 52.217-8 was not evaluated at time of task order award. Due to unforeseen delays beyond the control of both the vendor and the Government, a 3-month extension is necessary to complete the HSIN Modernization.

The planned 3-month extension will allow time to resolving outstanding issues related to unforeseen complexity in migrating data from legacy platform into a new, modernized platform. Resolving these issues required additional engineering resources and rigorous system validation testing to ensure data integrity and prevent system downtime. This was a latent condition that could not have been anticipated during initial project planning. In addition, it will allow for sufficient time for the transition of essential architectural designs, system configurations, open ticket histories, to guarantee seamless operational continuity to the successor vendor who will take on the role of operations & maintenance.
