SPAWAR System Center Atlantic is seeking information on prototype tactical radio frequency (RF) direction finding (DF) systems capable of passively determining a line of bearing to an RF source within the 20 MHz to 3 GHz range. The system must support multiple operational modes, including mobile operations on vehicles, man-wearable use during movement, and man-packable use from stationary positions. It should function reliably across a range of environmental conditions including wide temperature extremes (-40°C to +60°C non-operating, 0°C to +50°C operating with an objective to expand this range), humidity from 5% to 95% non-condensing, altitudes up to 15,000 feet, and resist shocks and vibrations as specified. Weight shall not exceed 20 lbs excluding mounting and power sources, with power consumption capped at 20 watts. The system must provide high accuracy direction finding at varying distances, capable of detecting signals transmitting 0.3 W at 1k, 3k, and 5k line-of-sight distances with RMS accuracy thresholds of 6°, 8°, and 12° respectively, and maintain performance in field strengths of 10 V/m or greater. The DF system requires resistance to electromagnetic interference adhering to MIL-STD 461E standards and must have a concealable or camouflaged profile with antenna size constraints. It should easily interface with laptops via TCP/IP, RS-232, and/or USB for configuration and data acquisition, and be capable of initiating measurements rapidly within 100 ms of an external trigger. Key features also include simultaneous listen-through and direction finding, electronic compass for orientation, GPS and DGPS location and time synchronization, and internal storage for at least 100 time-stamped lines of bearing. The receiver subsystem should support scanning at least 40 channels per second (objective of 1 GHz per second), multiple modulation types (CW, SSB, FM, AM), bandwidth options, and a dynamic signal range of 75 dB or more. The processor should integrate up to 30 measurements for accuracy enhancement and provide Built-in-Test diagnostics at the card or interface level. Interested suppliers are asked to submit detailed product design descriptions along with company details and product maturity level by the October 28, 2011 deadline, with this request serving solely to gather technical information for planning purposes without commitment from the government.
