The State of Maine’s Bureau of Parks and Lands is soliciting proposals for the Popham Peninsula Climate Resilience Planning initiative, targeting the development of a comprehensive coastal resilience plan for Popham Beach State Park and Fort Popham. This effort aligns with Maine’s broader climate action goals under the *Resilient Maine* initiative and the *Maine Won’t Wait* plan, focusing on addressing coastal erosion, sea level rise, and storm surge impacts through stakeholder engagement, vulnerability assessments, ecological and recreational inventories, and the creation of model ordinance language for coastal communities. The project requires the submission of a project charter, GIS maps of vulnerable areas, a Coastal Vulnerability Report, ecological and recreational sensitivity analyses, stakeholder input summaries, resilience strategy options with evaluation matrices, funding and partnership recommendations, and tailored ordinance drafts. The work is to be performed on-site at the Popham Peninsula in Maine during a base period from August 1, 2026, to June 30, 2027, with an optional one-year renewal through June 30, 2028, contingent on funding and performance. Proposals must be submitted via the Vendor Self Service portal by 4:00 p.m. local time on June 30, 2026, and are evaluated on a 100-point scale under three weighted factors: technical approach and proposed services (40 points), organizational qualifications and experience (35 points), and cost (25 points, with the lowest cost receiving full points). The award will be made based on best value through a trade-off process, not lowest price technically acceptable. Submission requirements include four distinct files in specific formats—PDF for preliminary information, qualifications, and services; Excel for cost data—with each file adhering to a defined structure using Appendices A through G, and no file may exceed 15MB. Bidders must certify they are not debarred, have no criminal convictions related to public contracts, are not foreign adversary entities, and are not using prohibited technologies, all documented in Appendix B. Subcontracting requires prior written approval, and all proposals become public records unless legally justified as confidential.
