RFP 02-1214-26 Pre-Audit and Accounting Services from Certified Public Accounting Firms for the City of Williamsburg

The City of Williamsburg is seeking a Certified Public Accounting firm with demonstrated experience in local government accounting in Virginia to provide pre-audit and accounting services for its funds and the Housing Trust and Revenue Financing Authority (HTRFA) for fiscal year 2026. The scope includes preparing and updating journal entries for leases and subscription-based information technology arrangements using DebtBook, supporting implementation of GASBS 103 and GASBS 104 by recasting prior-year financial statements and providing crosswalks and guidance for the FY2026 Annual Comprehensive Financial Report, and preparing statistical tables on demographics, economic indicators, and capital assets. Additional services may include validating the City’s deferred Personal Property Tax Relief Act balance, assisting with pension and OPEB accounting entries and related disclosures, reviewing tax levy and collection data, and supporting the preparation of government-wide financial statements and reconciliation schedules. Experience with Tyler EERP and DebtBook is strongly preferred but not mandatory. For HTRFA, the firm will prepare lease and SBITA entries, assist with fair value journal entries, implement GASBS 103 and GASBS 104 by recasting FY2025 financials, support capital asset recording, and help prepare HTRFA’s standalone basic financial statements for FY2026. All services are to be performed in coordination with the City and HTRFA staff, with additional pre-audit support to be finalized during engagement planning. Proposals are due by June 30, 2026, and the contract is open to firms holding appropriate certifications with a focus on public sector accounting expertise.
