RFP 05-26 Above Ground Scale

The Southeastern Public Service Authority of Virginia issued RFP 05-26 for a turn-key project to decommission an existing scale and install one new 11 by 70 foot above ground steel deck truck scale at the Portsmouth Transfer Station in Portsmouth, Virginia. The required scale must feature a minimum 90,000 LB concentrated load and 200,000 LB total load capacity, stainless steel load cells, and full automation compatible with Paradigm Weigh Station software. The scope of work encompasses all labor, materials, calibration, freight, and permits, including the installation of a pier foundation with maintenance access, remote LED displays, traffic lights, and a ticket printer. All work must comply with Virginia OSHA standards, the Virginia Uniform Statewide Building Codes, and state weights and measures criteria. Proposals are due by 2:00 P.M. on September 25, 2026, and must be submitted as paper responses in sealed envelopes. A mandatory pre-bid meeting was scheduled for September 16, 2026. Award selection is based on a 100-point evaluation system considering scale price, warranty, experience and references, project completion timeline, and technical support. Successful contractors must provide proof of authority to transact business in Virginia and maintain specific insurance levels, including 1,000,000 dollars per occurrence for commercial general liability and 1,000,000 dollars for automobile liability. Payment terms are generally 30 days after invoice or delivery.
