The Heart of Texas Workforce Development Board, Inc. is seeking qualified organizations to provide independent fiscal and program monitoring services for its workforce center programs and child care services, with the contract slated to begin October 1, 2026, and initially lasting through September 30, 2027, subject to funding availability and performance. The Board reserves the right to extend the contract for up to four additional one-year terms, potentially extending the engagement to five years, contingent upon service quality, annual performance outcomes, and funding availability. Proposals must be submitted via the designated Box portal by June 8, 2026, at 1:00 p.m. CST, and must be formatted as a single PDF file titled with the organization's name and submission date. Late submissions will not be considered. The solicitation requires strict adherence to a specific document sequence, including mandatory signed certifications such as those related to debarment, lobbying, conflict of interest, equal opportunity, franchise tax compliance, and drug-free workplace adherence, all of which are non-negotiable for responsiveness. Proposers must also provide detailed resumes of key personnel with experience in workforce development, a comprehensive work plan with timelines, and a fully itemized budget covering hourly rates, travel, report preparation, and other direct costs, with total estimated annual effort approximately 1,050 hours. The evaluation of proposals is based on three weighted factors: organizational effectiveness and experience (35 points), proposed work plan (35 points), and cost reasonableness (30 points), with a mandatory minimum score of 75 points required to be deemed responsive. The contract will be issued as a fixed-price, hourly rate agreement with cost reimbursement allowable for travel, accommodation, and consumables, and the final budget will be subject to negotiation based on the vendor's cost proposal. All work product and data generated under the contract become the property of the Board. Services must be delivered across Bosque, Falls, Freestone, Hill, Limestone, and McLennan counties, with monitoring activities including on-site and desk reviews, fiscal risk assessments, Single Audit compliance, and fiscal integrity reviews prior to contract renewals. The vendor must ensure compliance with federal regulations including WIOA, OMB cost principles, and uniform administrative requirements, as well as state-level obligations under the Texas Open Records Act and non-discrimination statutes including Title VI, Title IX, Section 504, and age-based protections.
