Introduction: The State of Texas, by and through the Texas Health and Human Services Commission (HHSC), seeks to award Master Contracts for professional Audit services in accordance with the requirements set forth in this RFQ. The intent of this RFQ is to identify and award Master Contracts to a pool of Contractors. HHSC will use these Master Contracts on an “as needed basis.” The Contractor pool will have opportunities to submit Work Order Responses for HHSC Work Order Requests. This RFQ describes the types of Audits that HHSC anticipates. The specifics of each Audit will be issued through subsequent Work Order Requests. HHSC anticipates issuing 10 to 15 Work Order Agreements per year.Scopeof Work: Contractor will work primarily with HHSC’s Division of Medical and Social Services. Audits may involve onsite visits (field work),desk work, and meetings with HHSC staff in Austin, Texas. Different types of Audits will be performed based on program requirements and risks. These Audits will be identified on a Work Order basis with each Work Order Request including a scope of work, individual requirements including Deliverables, schedule of Services tobe performed, estimated value of Services to be performed and best value selection criteria.ContractTerm: The initial term of the Contract will be three (3) years. HHSC, at its sole option, may extend any Contract awarded pursuant to this Solicitation for up to two (2), one (1) year optional renewals. Not withstanding the limitation in the preceding paragraph and with at least ninety (90) Calendar Days’ advance written notice to Contractor, at the end of the initial term or any extension period, HHSC, at its sole discretion, may extend the Contract as necessary to ensure continuity of service, for purposes of transition, or as other wise determined by HHSC to serve the best interest of the State for up to nine (9) months, in one-month intervals, at the then-current Contract rate or rates (if applicable) as modified during the Contract Term.
