The Kentucky Board of Dentistry is seeking a licensed attorney or law firm to provide comprehensive legal services under a Personal Service Contract. The scope of work includes serving as a legal advisor for critical planning and decision-making, representing the Board in administrative hearings and civil or criminal litigation, and providing legal opinions on statutes and regulations regarding licensing, competency, and discipline. Additionally, the contractor will be responsible for drafting legislation, administrative regulations, resolutions, and various legal documents such as pleadings, settlement agreements, and court briefs, while participating in scheduled Board meetings. The initial term of the contract is anticipated to run from October 1, 2026, through June 30, 2028, with a potential renewal option for one additional two-year period. Proposals are due by September 8, 2026, and must be submitted in three separate volumes: technical, cost, and proprietary information. The award will be based on a Best Value Ranking Approach, evaluating price and business experience, with a minimum requirement of 24 months in business. The contractor must comply with various Kentucky Revised Statutes, including tax and labor laws, and adhere to strict guidelines regarding the disclosure and use of generative AI. Payments are generally issued within 30 working days of invoice receipt.
