The City of Carlsbad, New Mexico, is soliciting proposals under RFP 2026-07 for the development of an affordable housing subdivision on Kircher Street to address the growing demand for working-class and modest-income housing driven by the region’s economic boom in oil and gas production. With a population exceeding 32,000 and a micropolitan area totaling over 62,000 residents, Carlsbad is experiencing significant population growth and workforce expansion that necessitates expanded housing options to sustain economic development and community stability. The solicitation requires proposers to respond with comprehensive plans for design, construction, and delivery of housing units in alignment with local needs and federal compliance standards. Proposals are due by August 21, 2026, and must be submitted electronically through the OpenGov procurement portal. Respondents must hold a valid Unique Entity ID from SAM.gov and comply with federal requirements including Buy America certification, Davis-Bacon wage standards, and Disadvantaged Business Enterprise participation if applicable. The procurement is structured as a best-value acquisition, evaluating proposals not just on price but also on team qualifications, experience with similar projects, project management approach, and overall value to the community. Proposers must adhere to strict documentation requirements, including certifications for debarment status, non-collusion, procurement integrity, and lobbying compliance, all of which must be uploaded as separate, clearly labeled attachments. A 50-page limit applies to the technical proposal, excluding required certifications. Insurance coverage must meet stringent standards, including Commercial General Liability, Business Auto Liability, and Workers’ Compensation, with the City named as an additional insured and coverage designated as primary and non-contributory. All subcontractors must receive the same flow-down obligations regarding labor standards, civil rights, tax compliance, and environmental regulations. While the solicitation does not specify exact unit counts or funding levels, the project is part of a broader municipal effort to support workforce retention and community revitalization in a region undergoing rapid industrial expansion. The Contracting Point of Contact is Matthew Fletcher, Chief Procurement Officer, and all inquiries should be directed to the City of Carlsbad’s Purchasing Department. No on-site installation or site design is included in the scope, and the focus is squarely on delivering a complete, compliant, and sustainable housing subdivision that meets the needs of the city’s expanding workforce.
