The Town is soliciting proposals from qualified firms to provide governmental security services, including unarmed and armed security personnel, patrol services, and related security support on an as-needed basis. The resulting contract is intended to serve as a cooperative contract available for use by members of the Southeast Florida Governmental Purchasing Cooperative (“Coop”). The solicitation includes information regarding anticipated participation and estimated usage provided by interested Coop member agencies. Such estimates are provided solely for planning and evaluation purposes and do not constitute a guarantee of work, minimum purchase commitment, or obligation by the Town or any participating agency. As this is a Request for Proposals (RFP), the Town reserves the right to negotiate the scope of services, pricing, terms, and conditions with the highest-ranked Respondent(s), as determined to be in the best interest of the Town and in accordance with the solicitation documents. The Town further reserves the right to make multiple awards to the highest-ranked Respondent(s), including the designation of primary and secondary Contractor(s), or such other award structure as the Town determines to be in its best interest. Each participating agency electing to utilize the resulting cooperative contract shall be responsible for executing its own piggyback or participating agreement, and/or issuing its own purchase order or other authorized purchasing instrument, as applicable, to initiate services under the resulting contract. Each participating agency shall be solely responsible for the administration and payment of its own purchases. Reference complete solicitation document attached herein for full site listing, specifications, proposal format, and required forms. NOTICE--CONE OF SILENCE IN EFFECT: The Cone of Silence means a prohibition on any communication regarding this RFP between a potential vendor, service provider, proposer, bidder, lobbyist, or proposer and the Town Council members, the Town's professional staff, including, but not limited to, the Town Administrator and his or her staff, or any member of the Town's selection or evaluation committee and the procurement Contractor. See Article IX, Sec. 2-208(c) for additional information, including permitted exceptions to the Cone of Silence. The Cone of Silence shall be imposed at the time of the advertisement of this RFP and shall terminate at the beginning of the Town Council meeting at which the Town Administrator makes his or her written recommendation to the Town Council. However, if the Town Council refers the solicitation back to the administrator, staff or committee for further review, the Cone of Silence shall be re-imposed until such time as the administrator makes a subsequent written recommendation and commencement of the Council meeting. The Cone of Silence shall also terminate in the event the Town Administrator cancels the solicitation. Prior to an award, violation of this the Cone of Silence shall result in the disqualification of the proposer from further consideration. Discovery of a violation after an award by a particular proposer shall render any RFP award to said proposer voidable by the town, and in the Town's sole discretion.
