RFP #26-018 QUANTICO CREEK PHASE III ENGINEERING AND CONSULTING SERVICES

The Town of Dumfries, Virginia, is soliciting proposals for professional engineering and consulting services for the Quantico Creek Restoration Phase III. This project covers approximately 1,200 linear feet of stream from the Main Street crossing to the Fraley Boulevard bridge. The selected firm will be responsible for assessment, alternatives analysis, design, and permitting support. Potential restoration strategies include full dredging, targeted sediment removal, channel restoration without dredging, and Low-Tech Process-Based Restoration using structures such as Beaver Dam Analogs and Zeedyk structures. The scope also encompasses construction administration, inspection, post-construction monitoring, and FEMA map-revision services. The contract is governed by the Virginia Public Procurement Act and will be awarded as a negotiated lump-sum agreement. Selection is based on professional competence, and price is not an evaluation criterion for the initial technical proposal. The Town will negotiate compensation with the highest-ranked offeror. The initial contract term is three years, with the option for four one-year renewals, for a maximum total of seven years. All engineering work must be led by a Virginia-licensed professional engineer. Sealed proposals are due by October 12, 2026, and must include a project understanding, technical approach, executive summary, and detailed resumes for key personnel.
