RFP 26-41-215004 Unified Technology Term Services

The Alaska Railroad Corporation (ARRC) is soliciting proposals for RFP 26-41-215004 to establish a Unified Technology Term Services agreement. This contract is designed to provide qualified technology resources on an as-needed basis through the issuance of written Task Orders. The scope of work is divided into multiple Service Areas, including Cybersecurity and Security Program Services as well as Infrastructure, Server, Cloud, and Virtualization Services. Each Service Area is evaluated, scored, and awarded independently based on a 100-point scale, with 80 points allocated to technical capabilities—such as resource pool depth, technical experience, and personnel qualifications—and 20 points allocated to pricing. Proposals must be submitted by 3:00 P.M. Alaska Local Time on December 9, 2026, and must include a Common Corporate Response and separate Technical Responses for each proposed Service Area. Pricing must be submitted as fully burdened maximum hourly ceiling rates. The contract requires specific insurance coverages, including a 1,000,000 dollar combined single limit for general liability and specific automobile liability limits. Additionally, the contractor must adhere to ARRC's cybersecurity, change-management, and records-management requirements, and is subject to inspection under ARRC Procurement Rule 1600.9. Performance may be required both onsite in Alaska and remotely, with all specific deliverables and periods of performance defined within individual Task Orders.
