RFP #27-021 218 N. Washington Redevelopment

The City of Albany is soliciting competitive sealed proposals for the purchase, absolute acquisition, and adaptive reuse of the city-owned building located at 218 N. Washington Street, Albany, Georgia. The objective is to implement a financially feasible redevelopment concept that returns the property to active use, such as retail, professional offices, mixed-use commercial, or community and arts tourism, in alignment with the Downtown Albany Master Plan. The selected developer must perform a complete interior overhaul, including structural stabilization and system modernization, while preserving the raw historic brick envelope of the exterior facade. Proposers are required to secure all necessary zoning, historic district, and architectural clearances. Proposals are due by 5:00 pm on October 13, 2026, and must be submitted in a sealed envelope containing one original, six physical copies, and a searchable PDF on a USB flash drive. Award selection is based on a weighted evaluation focusing on the development and revitalization concept (25%), financial capacity and feasibility (20%), experience and qualifications (15%), acquisition terms (15%), economic and community impact (10%), and financial offer validation (5%). The purchase price is not the sole determining factor for the award. Key requirements include the provision of a bid bond, a tax identification number, and corporate documentation such as a Secretary of State Certificate of Incorporation. The successful proposer must maintain commercial general liability insurance with a minimum of $1,000,000 per occurrence and $2,000,000 annual aggregate, naming the City of Albany as an additional insured. Additionally, all partners and subcontractors must participate in the E-Verify program and provide certification of non-collusion and federal debarment status. Standard payment terms are Net 30.
