RFP 27-03 Architectural & Engineering Services

Isle of Wight County Public Schools is soliciting proposals for RFP 27-03 to secure architectural and engineering professional services on an as-needed basis for school facilities, buildings, sites, and related infrastructure in Isle of Wight County, Virginia. This is a term contract with an initial one-year duration and the option for three additional one-year renewals. The total project fees for each contract term are capped at a statutory maximum of 10,000,000 dollars. The scope of work includes the delivery of conceptual and schematic designs, coordinated construction drawings, specifications, and comprehensive construction administration, including site visits and final completion inspections. All licensed services must be performed by individuals properly licensed in the state of Virginia. The selection process follows a professional-services competitive-negotiation process per Virginia Code 2.2-4302.2, where price is not used to rank initial qualifications. Evaluation is based on a weighted point system focusing on relevant firm experience (25 points), project team qualifications (25 points), project management and responsiveness (20 points), technical approach and quality control (15 points), references (10 points), and capacity (5 points). Proposals are due by November 19, 2026, and must include a comprehensive set of certifications and forms covering offeror information, licensure, ethics, non-debarment, and insurance acknowledgment. Awarded firms must adhere to strict anti-collusion, non-discrimination, and drug-free workplace requirements.
