The Alamo Area Council of Governments (AACOG) is soliciting proposals to deliver nutrition services to older adults within the Bexar County service area under the Bexar Area Agency on Aging, with a total estimated funding of $3,860,000 for services spanning Fiscal Years 2027 through 2030. The contract will support two key components under Title III of the Older Americans Act: Congregate Meals with an allocated budget of $2,200,000 and Home Delivered Meals with $1,500,000, supplemented by $160,000 in State General Revenue. Providers must offer meals that comply with federal and state nutritional standards, maintain food safety and sanitation protocols, and adhere strictly to reporting and documentation requirements. The anticipated contract start date is October 1, 2026, with an initial term ending September 30, 2027, and the potential for annual renewals contingent on funding availability, performance, compliance, and successful budget negotiations. A mandatory 10% cash match is required, and all proposals must demonstrate sufficient administrative and fiscal capacity to manage federal and state grant requirements, including Uniform Grant Management Standards and Texas Health and Human Services Commission policies. Evaluations will be scored on a 100-point scale weighted toward organizational capability (35 points), service delivery plan (25 points), demonstrated performance (20 points), and budget cost-effectiveness (20 points), with no consideration given to incomplete or non-compliant submissions. Contractors operate on a cost-reimbursement basis, with payments processed typically within 30 days of receipt of accurate, complete invoices that include service dates, units delivered, and match documentation.
